JOB PURPOSE To oversee the procurement funding and related duties within the Fund. KEY RESPONSIBILITIES To manage all procurement activities of the Fund. To recommend procurement and disposal by tender procedures. To prepare tendering documents and advertisements of tender opportunities. To prepare contract documents in collaboration with the Legal Services Unit. To maintain and archive records of the procurement and disposal process of the Fund. To maintain a list of contracts awarded, contract files and use them as reference for future. To perform Secretarial duties to the Fund's Tender Board. To conduct research with a view to ascertain the preferred products and suppliers in terms of value, delivery schedules and quality. To liaise with suppliers, manufacturers, internal departments and customers with a view to ensure better service delivery. To forecast price trends and their impact on future activities. To oversee development of Fund's procurement strategy. To evaluate bids and make recommendations based on commercial and technical factors. To oversee storage and distribution of supplies. To prepare and submit performance reports as required by authorities from time to time. To perform any other related duties as may be assigned by the Director General PERSON SPECIFICATION Qualifications: Holder of a Master’s Degree in Procurement Management, Business Management, Accounting or related fields. He must also possess CPSP or equivalent professional qualifications. EXPERIENCE: Must have a working experience of at least five years, of which at least two years should be at a senior position in the relevant field. ORGANISATION APPOINTMENT AND REPORTING RELATIONSHIPS All the Directors and Heads of Units will be appointed by the Board of Trustees; and report functionally to the Director General except the Head of Internal Audit who will report to the Board of Trustees and administratively to the Director General. The Directors will supervise the managers within their Directorates and the Heads of Unit will supervise their immediate reportees. PERSONAL ATIRIBUTES For all advertised positions, candidates should possess the following attributes: excellent analytical skills, excellent communication skills, excellent problem solving skills, be visionary and motivational. The Head of Procurement should possess excellent negotiation skills. SALARY SCALE The Director positions will be paid at salary scale WCFSS 8 and Heads of Units at WCFSS 7.
