The International Rescue Committee (IRC) coordinates the provision of services across a broad spectrum of sectors in Kigoma Region, Tanzania. Persons with Specific Needs (PSNs) are individuals that face heightened protection risks in our programming environment. Humanitarian service providers can easily overlook or fail to identify those individuals and provide meaningful assistance if there is no system in place that allows prompt and comprehensive identification of PSNs. The United Nation’s High Commissioner for Refugees (UNHCR) developed a standardized classification of PSNs. It is however important to acknowledge that not every individual included in this classification will automatically need targeted protection and assistance services. It is equally important to consider that needs, risks and vulnerabilities evolve over the time. In addition, individuals that are not included in the standardized UNHCR list, such as care givers, also might need tailored protection and assistance services depending on the context. Hence, when identifying PSNs, Protection teams should always conduct regular protection and assistance risks analysis and never limit the scope to the list of pre-defined categories. This position is responsible for registration and protection risk analysis and referrals of PSN at PSN protection centers in Nyarugusu refugee camp in Kasulu District. This position reports to the PSN protection Manager and works closely with the PSN protection Supervisors and other PSN protection officers at the field level.
