Contract type: Fixed-term Appointment Duration of contract:1 Year OBJECTIVES OF THE PROGRAMME : To provide technical assistance to the Ministries of Health (Mainland and Zanzibar) towards strengthening and improving health sector response to HIV/AIDS. The objectives of the WHO Regional Office and the CDS Cluster are to assist Member States to rapidly scale up access to treatment and care whilst accelerating prevention and strengthening health systems to make the health sector response to HIV/AIDS more effective and comprehensive. This includes the provision of intensified technical and resource mobilization support to Member States in an effective, appropriate and timely manner, by increasing WHO technical assistance and resources at country level to assist the government and other key partners in developing and implementing a national scale-up plan for HIV/AIDS prevention, care, treatment and support. Description of duties: Under the overall guidance of the WHO Representative and with a view to achieve the expected results set out in the relevant WHO/Tanzania biennial work plans in accordance with WHO's Country Cooperation Strategy with Tanzania, the National Professional Officer-HIV/AIDS provides support to the Government of Tanzania, NGOs and Associations of People Living With HIV/AIDS, UN Working Group on HIV/AIDS and DPG-AIDS on policy issues and the development, implementation and evaluation of the national multi-sectoral strategic framework and the health sector HIV/AIDS strategy; contributes to strengthening the national capacity to plan and implement the health sector component of the national multi-sectoral response to the HIV/AIDS epidemic; collaborates with UNAIDS; provides technical support and follow up on all HIV/AIDS activities supported by WHO. 1) Support the Ministries of Health (Mainland & Zanzibar) in developing strategies for increased and equitable access to HIV prevention services within the health sector (HIV Testing and Counselling, blood safety, STI management, voluntary medical male circumcision, positive health dignity and prevention etc.) 2) Provision of quality policy advice and technical support to national authorities, civil society organizations and other stakeholders to formulate strategies for HIV interventions for key affected populations 3) Assist the Ministries of Health to build technical skills as well as strengthening organizational capacity for planning and designing routine HIV drug resistance surveillance. 4) Provide guidance and technical support for monitoring and evaluation (M & E) for implementation of health sector component of the national response to HIV/AIDS 5) To contribute to the work of the AIDS programme related to operational research and the documentation of best practices in HIV prevention, treatment and care; 6) Prepare monthly progress reports of activities accomplished. 7) Undertake any other tasks/duties as may be assigned from time to time REQUIRED QUALIFICATIONS Education: Essential: University degree in medicine plus masters degree in any of the following disciplines: Public Health, Socio-medical Sciences, Epidemiology, Health Promotion and Disease Prevention Desirable: Postgraduate qualification in Public Health Skills:  Ability to establish harmonious working relationships and to function within multi-disciplinary and multi-cultural teams;  Ability to consolidate information from multiple sources and prepare strategic information and reports for decision makers;  Advanced skills in complex database development and maintenance;  Ability to achieve consensus and coordination through teambuilding;  Ability to communicate clearly and concisely, orally and in writing. Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc) with an emphasis on Excel or a similar workbook application. WHO Competencies: 1) Producing results; 2) Fostering integration and teamwork; 3) Communicating in a credible and effective way; 4) Knowing and managing yourself 5) Moving forward in a changing environment Experience: Essential:  In-depth knowledge and understanding of the local, regional and global responses to HIV and AIDS;  Proven competence in epidemiological surveillance, research and/or modern training skills.  Ability to establish and maintain effective working relationships,  Experience working with the Ministry of Health, international agency or NGO,  Minimum of 7 years practical experience in planning, implementing and evaluating HIV/AIDS prevention and control activities,  Excellent written and oral communication in English and Kiswahili,  Excellent computer skills in data management and word-processing.  Experience with the UN and knowledge of UN processes is an advantage. Desirable: Substantial experience of working in collaboration with National Ministries, Non-Governmental, and other UN Organizations. Experience of the procedures and practices of the World Health Organization.
