Monitoring and Evaluation Advisor

Key Responsibilities:- Develop project documents and guidelines for M&E - In collaboration with other stakeholder and M&E director develop an M&E framework and an M&E plan for the project Develop data quality assessment tool for LAD project and Coordinate with MoH/CHMTs to prepare M&E training materials for Facility additional tools, i.e. cPAC and PPIUD and adopt national training materials for existing national tools M&E Strategies, Frameworks and Tools - In collaboration with M&E Director and Project Director develop M&E frame work for the project. - Develop targets and distribute them to the health facilities and sub-grantees. - Develop indicators for tracking performance - Develop plan for monitoring and evaluation of the project activities - Ensure project indicators are well captured in various data collection tools such as MTUHA registers and mHealth applications. - Develop systems for data quality assessments at the community and health facility level. Project Monitoring Activities - Develop project plan for monitoring project activities and deliverables. - Lead the project staff in regular and periodic data collection, analysis and reporting. - Inform the project and SMT on the project progress - Develop/or ensure availability of tools for monitoring performance - Develop a simple dashboard for the project team to monitor specific project performances. - Monitor Sub-grantees performances Capacity building to NGO, MoH and facilities - - Collaborate with CHMT, RHMT, RCHS/MOHSW, and other local partner to develop and implement program and district-level performance monitoring plans, including identification of performance indicators; performance reporting systems; field-based technical assistance and monitoring of M&E system; and reporting. - Strengthens local partner and CHMT capacity to collect, collate, and report data to MOHSW using national recording and reporting tools, and strengthens CHMT capacity to use data for management and programmatic decision-making. Build capacity of CHMT and health facility staff on how they can conduct their own data quality checks to ensure quality data management. - Participate and effectively represent the organization to the MoH Family Planning/RHSR Technical working group. - Conducts field-based monitoring, technical assistance and training visits jointly with project staff, stakeholders, funders and others. Communication and Reporting - Coordinate quarterly data and project reviews activities with partner organizations, CHMT and RHMT - Coordinate monthly project review meetings within LAD project - Conduct analysis and disseminate project performance trends to the Project Staff and PI SMT on quarterly basis. - Collaborate with Project Director to prepare and submit reports to the Donors and Pathfinder international HQ as required by the Donor and Management. - Collaborate with the team to lead Implementation Learning agenda for the program. - Take a lead role in the development of project abstract and publications. Provide GIS advice to Pathfinder – Willingness to learn and provide technical assistance to PI staff on the use of geographic information system, and help to implement it on different projects. Map LAD facilities and location of CHWs with regard to population distribution. Basic Requirements:- • Master’s degree in public health, social sciences or related field. • Minimum of four years of experience managing mid-large scale donor funded institutional capacity building projects and Reproductive Health programs in developing and transitioning countries. • Hands-on experience working effectively with local, regional and central-level government authorities. • Demonstrated experience successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities. • Proven ability to write clear and concise reports, proposals or other technical documents. • Excellent diplomatic, interpersonal and communication (written and verbal) skills. • Demonstrated capabilities in institutional capacity building and leadership. • Proven ability to create and maintain effective working relations with Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies. • Familiarity with community-based approaches for service delivery and procedures in the implementation of donor assisted projects. • Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook. • Must be fluent in English and Kiswahili. • Experience of the use of GIS for health information is an added advantage.
