Background: Catholic Relief Services (CRS) is an international non-governmental agency specializing in relief and community development activities through working with local partners. Hilton Foundation CRS Tanzania is implementing the an Early Childhood Development (ECD) project named Thrive, targeting vulnerable children under 2 years of age in two regions of Mwanza and Geita. The project is being implemented in collaboration with two local CBOs namely, Mwanza Outreach Care and Services Organization (MOCSO) and Dioceses of Geita. The goal of the project is to support children under 2 years of age to thrive in a sustainable culture of care and support, and enhance them to achieve age appropriate developmental milestones. Through provision of support to maternal mental health, education, mentoring, and instilling social behavior change among pregnant women, mothers and caregivers of children under two, who are capacitated to practice early childhood development activities such as positive parenting, early stimulation, appropriate infant and young child feeding, including responsive feeding, sanitation and hygiene behaviors. Responsibilities The Program Manager serves as a primary rep resentative for Thrive –ECD project activities in Tanzania and will closely coordinate with his/her counterparts in Kenya and Malawi. S/He will provide financial oversight of the program with ultimate accountability for the budget. S/he will provide technical oversight and leadership in the delivery of effective early childhood development and nutrition interventions for the project. The PM will lead coordination and program integration between project staff and project partners. The PM will be responsible to ensure program quality, effective integration of outputs and coordination of activities across the two regions of Mwanza and Geita. S/He will ensure that quality, timely, and efficient outcomes and activities are generated under this project. S/he will be responsible to ensure period reports are prepared and delivered on time to the Director of Health Programs (DHP). The PM will also engage with ECD networks, key institutions and other development partners. S/he will also supervise the preparation, review, pretest, and usage of training materials in consultation with the partners and the CRS MEAL team. Supervises: S/he will manage a team of 3-technical staffs including one Senior Project Officer, One senior Monitoring, Evaluation, Accountability and Learning (MEAL)officer, and one project accountant. Desirable skills & qualifications: Master’s degree in Public Health, or related field.Knowledge in childhood nutrition, maternal health and psychosocial support as added advantage. At least 5 years program management experience working with health focused programs(HIV/AIDS, Maternal andChild Health, and Nutrition).With at least 3-years’ experience working specifically in early childhood development program in Tanzania; Experience managing community based projects with respect and sensitivity to cultural diversity. Excellent inter-personal, communications and ability to work under minimal supervision. Report writing skills with literacy in computer applications e.g. Microsoft office package. Proficiency in English and Swahili languages.
