2. Purpose of the consultancy This assignment is to align Save the Children’s Literacy Boost Program, specifically the Teacher Training Toolkit to the draft Tanzanian National Teacher Competency Framework. Literacy Boost is an innovative, evidence-based approach to improving literacy learning outcomes, and is increasing the reading skills of underperforming children in a growing number of program sites across the globe. The assignment will also require the consultant to develop the evaluation tool to monitor teacher progress. 3. Activities The following two items need to be delivered within one consultancy contract. 1) Align Literacy Boost Teacher Training Toolkit to draft National Teacher Competency Framework Literacy Boost is an innovative, evidence-based approach to improving literacy learning outcomes, and is increasing the reading skills of underperforming children in a growing number of program sites across the globe. The government of Tanzania has identified early grades literacy as a distinct and crucial issue in schools. Aligning Literacy Boost Teacher Training Toolkit to draft (NTCF) will support the contextualization of the evidence-based and globally impactful literacy program to the Tanzanian setting. 2) Design and develop monitoring tool based on above alignment Using the evaluation tools within the draft NTCF, design and develop evaluation tool which will be used to measure the progress of the teachers participating in the Literacy Boost project. The consultant company will be responsible for all aspects of the alignment and the development of evaluation tool. The evaluation tool will be similar to the ones in the draft NTCF, but will match the competencies within the Literacy Boost Teacher Training Toolkit. 4. Methodology With support from Save the Children Education Manager, the Consultant or team is expected to write an inception report following review of relevant document (Draft NTCF and LB Toolkit) and gaps where they explicitly propose the methodology. Such a methodology should define explicitly how the above two activities will be carried out. If at all the methodology will involve beneficiary consultation, it should meet the principles of participation involving children and adults and making sure that men and women are representative in the process. The process will include the following key steps: i) Review of relevant materials (Draft NTC and Literacy Boost Toolkit) ii) Application of appropriate Methodology to gather information for the documentation iii) Documenting the alignment of Literacy Boost Teacher Training Toolkit to draft NTCF. 5. Documents to review The consultant and team is advised to review the following documents to be facilitated by Save the Children 1. Draft National Teacher Competency Framework (NTCF) 2. Literacy boost Toolkit 3. Project proposal and Logical frameworks 4. Other relevant materials 9. Profile required • Ability to identify competencies being developed in teacher training documents • Experience and ability to work with learning frameworks • Flexible and willing to adapt plans where necessary • Fluent written and spoken English and Kiswahili • Commitment to support the education sector of Tanzania • Ability to work to a deadline • Experience with literacy teaching and learning a plus 10.
