IRC Tanzania coordinates the provision of services across a broad range of sectors in the Kigoma district of Northwestern Tanzania, with the majority of programs currently being implemented in Nyarugusu refugee camp, home to approximately 64,000 Congolese refugees. Since the influx of over 130,000 Burundian asylum seekers from May 2015, IRC has been providing services in various transit locations in Northwestern Tanzania in the reception centers and temporary camps within Nyarugusu. Within these contexts, IRC provides protection and basic assistance in the areas of Child and Youth Protection and Development, Community based rehabilitation for persons with disabilities and special needs, Gender based violence / Women’s protection and empowerment (WPE) and Primary health care at border posts for the Burundian new arrivals. In addition, IRC also does child protection work in the host communities surrounding the camps, in partnership with local government. Position: M&E Coordinator Location: Dar es Salaam Supervisor: Deputy Program Director SCOPE OF WORK: The M&E Coordinator will technically supervise all M & E and data staff in the Programme. The Coordinator will be responsible for all M&E related program actions (Design-proposal development, project Start-up, Implementation and Close-out), providing technical M&E leadership for all program sectors with specific attention to Data Quality and Use. S/he will assess the current M&E systems and the current capacity of staff related to M&E, and based on this address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure quality data collected is entered into IRC Data Platform, data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to donors. The M&E Coordinator will conduct frequent visits to field operations to assess the quality of the programme, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff. Specific Responsibilities a. Develop and maintain a multi-sectoral M & E system for all the sectors including GBV, Health, CBR, CYPD, Education and any other grants within the program. Technically Support all M & E, data and information structures within the organization to ensure the development of a robust program M & E structure. b. Lead sector teams in identification of data needs, implementation of IRC Monitoring for Action (MfA) tools and methodologies. c. Lead the M & E research events such as assessments, baselines studies and evaluation of projects and programs. d. Lead and support Program and Project development Teams through concept development and review, Proposal development and Program annual planning. e. Lead in technical management and support of the IRC COMET data platform in Tanzania as well as other data platforms like CPIMS and GBVIMS. f. Review aggregate data on monthly basis, project by project. g. Conduct Project Data Quality Audits of projects where and when needed (i.e. suspicious data corruption with failure to fix it quickly). h. Prepare Quarterly Country Program Scorecard for DDP to review before submission to IRC HEAZ Region. i. Disseminate monthly reports to managers & officers summarizing the findings from Project Data Analysis & Action meetings, copying Technical Coordinators and DDP. j. Track Progress over Action Points from high level project meetings, that involve CD/DDP, Technical Coordinators and M&E Coordinator). k. Participate in end of project learning review meetings for all projects. The meetings are led by Project leaders. l. Document findings from data quality audits (DQA) and ensure proper storage in project folder, in an accessible materials and folders. m. Provide supportive supervision to strengthen staff performance n. Lead capacity building of all programme and sector staff in the field of Monitoring and Evaluation including data collection, analysis, and use and reporting. o. Participate in the development of the program implementation strategy, annual work plans and other program implementation and monitoring planning documents. p. Lead the process of rolling out Tanzania Strategic Action Plan (SAP) M & E related section in the SAP Outcomes and Objectives. Qualifications: ? Degree or Master’s in field relevant to Data Management, Monitoring and Evaluation. ? 2 – 3 years field experience in project and program monitoring and evaluation, including: Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation. ? Practical experience in data analysis software such as DHIS, SPSS, Excel and Access. ? Experience in managing large M & E program and managing & capacitating people ? Proven experience in data reporting to donors ? Experience from working with Results Based Management ? Proven experience of creating data collection tools ? Proven training/capacity building skills in M & E ? Excellent communication and analytical skills. ? Ability to handle multiple tasks; proven self-initiative and problem solving abilities. ? Proven track record of quality performance in highly pressured environments. ? Computer skills, including Word, Excel, Power-Point, and Access.
