JOB SUMMARY The SAGCOT Programme is a public-private partnership intended to improve the incomes, employment opportunities and food security of smallholder farmers in southern Tanzania. This will be done by linking them to internationally competitive supply chains and accelerating commercial agricultural development, in particular by using foreign direct investment attracted by the removal of policy and infrastructural constraints to competitiveness and by facilitated access to land. SAGCOT lies along an existing road, rail and power corridor running from Dar es Salaam west through Iringa to Mbeya and beyond. CARE's involvement with SAGCOTCARE is one of the founding members of Social Feeder Group of SAGCOT Tanzania. The SFG started in 2014 and since then a lot have been done to bring together members and provide platform for discussing social aspects in the corridor. Reporting to Program Coordinator – Ardhi Yetu, the purpose of the Liaison Officer position is to effectively implement the assigned program initiative component activities related to SAGCOT, land rights, and WWF-CARE alliance in collaboration with other team members. She/he is responsible for the implementation of activities on SAGCOT and WWF-CARE alliance within CARE. In consultations with the Ardhi Yetu Program coordinator, Technical Director Unit, Deputy Director Programs and other AYP staff, s/he implements policy and advocacy activities related to SAGCOT and other CARE-WWF alliance initiatives. S/he is expected to maintain effective working relationships with other staff working with other CARE program initiatives, key government partners, NGOs working in the same geographic areas and impact groups. KEY RESPONSIBILITIES AND TASKS Responsibility #1: Contribute to National level SAGCOT Dialogues • Provide liaison between the Social and Environmental Feeder Groups (SFG and EFG) and the Green reference Group (GRG). • Analyze documents and information from GRG, and provide recommendations for discussion and seeking consent in the SFG • Critically analyzing and providing constructive contributions to both social and environmental issues in the SAGCOT investment area • Strengthen capacities of CSOs and CBOs including development of capacity building plan and its implementation, to enhance their engagement in SAGCOT initiatives • In collaboration with CBOs and other NGOs working in the SAGCOT area, foster for coordination of SAGCOT investment in the Corridor • Represent CARE-WWF Alliance in all SAGCOT meetings and activities nationally and regionally as appropriate • Support Advocacy Initiatives through SFG and take lead in preparation and implementation of the SFG advocacy strategy. • Facilitate the development and dissemination of lessons learned and better practices from the Program Initiative to different stakeholders • Prepare quarterly and annual report in collaboration with other AYP team and the WWF-CARE alliance contact person. Responsibility #2 Engaging with Civil Society • Strengthen cohesion of Civil Society Organizations forming SFG and EFG including enhancing active participation in meetings and sharing of information • Creatively look for CSOs to engage in dialogue with private sector and the Government for the purpose of fostering for inclusive, sustainable and responsible investments within the SAGCOT region • Take a lead role in implementing advocacy activities related to SAGCOT Initiatives in the corridor. • Document community based evidences, models and stories that can be scaled up and used at national level advocacy. • Document and disseminate advocacy materials to partners through correspondence, networking, workshops and meetings. • Attend SAGCOT and Green reference Group (GRG) meeting and share information with the Social Feeder group and Environment feeder group • Provide feedback to GRG and the feeder groups on new developments on land based investments in the corridor. • Participate and facilitate reflective learning forums (meetings, workshops, etc) internally and externally with program initiative stakeholders. Responsibility #3: Promote Learning and Coordination of CARE-WWF Alliance work in TZ • Facilitate the linkage between Alliance work in Nachingwea and SAGCOT initiatives including coordinating joint documentation and learning activities. • Contribute to institutional development of the CARE-WWF Alliance, including engagement in program development initiatives. • Facilitate Documentation and learning within the SAGCOT region Responsibility #4: Coordinate and Facilitate Program Initiative and Partner Meetings • Organize, coordinate and/or present at partners and stakeholders meetings. • Organize Program Initiative planning meetings, reflective/learning meetings and advocacy events Job Responsibility #5: Promote Gender Equality • Practice a behavior that is consistent with CARE’s core values and promotion of gender and diversity goals. • Support gender analysis programme as well as mainstreaming in programme activities • Enable identifications of vulnerable farmers especially women and girls in engaging in various programme activities including meetings, leadership positions and as beneficiaries • Develop strategies to assist vulnerable women to participate and benefit from program initiative implementations • Advises the Program Manager on various ways to create awareness to women to participate to various programme initiatives Responsibility #6: Other duties as assigned (including) • When applicable, participate in emergency response and recovery efforts in the event of an emergency in his/her program area. EDUCATION/EXPERIENCE/SKILLS REQUIRED • Bachelor degree in Social Science, Education, Law, or International Development • 3 years’ experience in policy analysis and advocacy preferably on land rights, gender, and climate change issues • Experience working in an NGO setting, with experience in the areas climate change, land rights, and gender empowerment. • Skills in policy engagement and advocacy. • Ability to analyze and think critically. • Skills in qualitative and quantitative data collection, data management and analysis. • Good writing and communications skills (English and Kiswahili). • Budgeting, planning and finance skills. • Training and facilitation skills • Firm belief in teamwork, gender equality, participatory approach and sustainable development.
