Urban Program Manager

The IRC is an implementing partner for health, education, protection and community services in the Nyarugusu, Nduta and Mtendeli refugee camps and is expanding its service provision into urban areas in the thematic areas of advocacy, coordination and programming. The IRC has already contributed to the momentum behind refugee policy reform by bringing together relevant stakeholders (local and international non-governmental organizations, community based organizations) on a monthly basis through an urban refugee information sharing and strategy coalition. At our headquarters, the IRC’s Tanzania office is supported by a robust team of urban and governance specialists dedicated to gathering evidence, designing programs and tools, and advocating on the improvement of urban humanitarian response within a changing humanitarian landscape. For example, the IRC is a co-convener of the Global Alliance for Urban Crises, a diverse network of organizations, governments, and UN agencies meant to put into practice good urban response principles at both policy and operational levels. Through efforts such as this, the IRC has become a thought leader and proven practitioner in urban humanitarian response SCOPE OF WORK: The Urban Programs Manager will engage in a six-month position where they will implement and complete the urban crisis analysis tool, support ongoing efforts to interface with donors and submit proposals for funding, and represent the IRC in the urban refugee coalition. Title: Urban Programs Manager Report: Deputy Director Programs Location: Dar es Salaam Position Timeline: June-December 2016 Proposal Development • Coordination of proposal development processes for urban-based displacement programming in close coordination with program and operation teams, including preparation and maintenance of the Grant Budget, Technical Narrative, Logframe, Budget Narrative, concept notes and all other submission requirements. • Ensure submission of high quality proposals and concept notes, working closely with Technical Units, and Urban Crises Team. • Work closely with DDP, GC and technical coordinators to integrate IRC Tanzania Strategic Action Plan (SAP) priorities into current urban-based refugee/asylum seeker programming. • Ensure that all proposals and concept notes are based on contextual reality, are responsive to the needs of beneficiaries, and based on program gaps. This includes regular visits/focus-groups with beneficiaries, attendance at meetings and liaising with partners and donors. Project Implementation (urban context analysis pilot) • Support and work closely with IRC HQ based urban crises team to pilot the urban context analysis tool including preparation, setting up meetings and focus groups with potential respondents such as government officials, coalition members, beneficiaries etc. • Actively participate in data collection and analysis • Review the context analysis report Coalition Work: • Maintain bilateral and group relationships with coalition members • Participate in monthly meetings • Act as chair on a rotational basis • Act as a coordinator for coalition activities • Manage IRC intern(s) • Potential for managing funding Award Management/Programming: • Manage relationships with donors including but not limited to progress reports and program deadlines. • Work closely with implementing partners in the field. • Manage the work of any/all program officers Other • Organize biannual research projects with local graduate students including the development of a research concept, supporting a desk review, organizing field research and managing the budget. • Consistent contact with beneficiaries and meetings with refugee community leaders. Qualifications: - Two or more years of related work experience preferably in the humanitarian and/or development sector - A bachelors or equivalent degree in a social science discipline, master’s degree preferred - Good research and analytical skills - Language proficiency in English and Swahili – an added advantage - Strong interpersonal skills How to apply: Applications for the position must include: i.
