In June 2016, the United States Agency for International Development (USAID) Tanzania, initiated the USAID Global Health Supply Chain Technical Assistance – Tanzania (GHSC-TA-TZ) Program, with the objective of providing technical assistance to strengthen country supply systems. Abt works on this program as well as the Sustaining Health Outcomes through the Private Sector (SHOPS) Plus is USAID’s flagship initiative in private sector health, which began in September 2015. SHOPS Plus in Tanzania will increase the use of priority health services through strategic expansion of private sector approaches in the health system. Abt is looking for a senior accountant/administrative assistant to provide support to both of these programs. Under the supervision of the Tanzania SHOPS Plus Country Rep, the Office Manager 10/Senior Accountant/Admin Manager oversees and directs all aspects of financial and administrative support for both projects. Specific duties and responsibilities include the following: • Develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff. • Records expenditures, income, and any other related transactions, in the books of accounts. • Prepares payment vouchers and correspoonding checks. • Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc). • Prepares monthly bank reconciliations. • Checks petty cash payments and periodically reconciles petty cash balances. • Keeps a register of fixed assets and maintains an easy cross reference system of all government property. • Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required. • Prepares the monthly ROV in accordance with Abt Associates procedures and policies. • Prepares monthly cash requests, and promptly advises action required to cover estimated costs. • Ensures that government taxes are paid on time. • Ensures that periodic inventory of the fixed assets (property) of the company is conducted. • Perform general clerical duties, to include but not be limited to photocopying, scanning, faxing, filing, and mailing. • Maintain hard copy and electronic versions of a project archive, including contract and subcontract documents, client approvals, personnel files, consultant documents, travel files, procurement files, files of project deliverables, minutes of meetings, and project reports. • Manage and document correspondences between project offices, the home office, the client, other partners, and stakeholders. • Oversee the proper reporting of labor time and ensure the timely submission of electronic and paper timesheets, and the timely completion and submission of Labor Adjustment Forms, when needed. • Perform translations of simple documents. • Answer incoming telephone calls, take complete and accurate messages for people who are not available, and ensure they receive the messages • Greet, advise, and escort guests. • Purchase, store and distribute office supplies. • Ensure timely settlement of office bills. • Manage local procurements for office supplies and other requirements. • Assist with making logistical arrangements for project events and field activities. • Make logistical arrangements for project staff traveling outside their region or for international visitors. Qualification requirements include the following: • Bachelors Degree (minimum) in business administration, finance or other relevant field. • At least 6 years of professional experience managing financial and contractual aspects of international development projects, preferably USAID-finded projects. • Experience in payroll management, petty cash management, financial reporting, and budget tracking. • Experience in inventory management is desirable. • A self-starter that is able to perform under pressure is preferred. • A strong command of financial and other computer applications such as MS Word, Excel, Quicken, Access, etc. • Demonstrated supervisory skills and ability to work well on teams. • Proficient in relevant computer applications and databases. • Familiarity with US Government Cost Accounting Standards. • Strong analytical skills, with an emphasis on budget and financial analysis. • Experience in logistics, procurement, and supply chain management highly desirable. • English and Kiswahili language fluency.
