Roles and Responsibilities: The Chief Executive Officer will work for the TMX and be based at the office of the exchange, which is located at LAPF Tower at Makumbusho Area in Dar es Salaam. CEO Primary Responsibilities Shall Include The Chief Executive Officer will be the overall head of the Exchange and will report to the Board of Directors of the Tanzania Mercantile Exchange PLC. She/he will be responsible for the following tasks and responsibilities: a. To implement policy for the execution of the mission and business strategy of the TMX, to ensure its viability, efficiency and effectiveness in line with the goals set and results envisioned; focusing on the achievement of the following results: • Development of vision and strategic focus of the Exchange. • Regular review of the rules of the Exchange. • Design and amendment of the Business Process Architecture of the Exchange and identification of core competencies, business requirements, and alignment with resources. • Development and oversight of the operational processes and standard procedures. • Execution of the mission and business implementation strategy of the exchange. • To represent the Exchange in all its dealings with third parties. • To implement decisions of the Board of Directors. • Strategic business development analysis in membership recruitment for the exchange as well as development of new products and new types of contracts to be traded on the exchange. b. To lead and guide management and administration of the TMX, including its employees and operations and services; focusing on the achievement of the following results: • Preparation and submission of the work programme of the Exchange. • Review of the organizational structure and institutional needs of the Exchange. • Preparation of the internal policies and procedures related to the human resources, financial systems, and administrative policies of the exchange. • Recruitment and administration of the senior staff of the Exchange, subject to approval of the Board of Directors. • Recruitment and administration of the employees of the Exchange, in accordance with the internal rules of the Exchange and the appropriate laws. c. Planning and Budget preparation: Provide guidance on internal policy direction, strategic orientation, and business development planning of the TMX; focusing on the achievement of the following results • Undertake strategic business planning and setting of market development and penetration targets. • Prepare budget for the Exchange and seek board approval for the same. • Develop monitoring and evaluation indicators on impact of the exchange on the commercialization of smallholder agriculture, poverty alleviation, and economic growth. • Submission of reports on the performance of the Exchange. d. Coordination, Networking and Capacity Building: Design Systems and mechanism for Coordination, Networking and Capacity Building and execute the same when approved by the Board of the TMX; focusing on the achievement of the following results: • Establishment of strategic alliance and global learning partnerships with other emerging market exchanges as well as developed exchanges in other countries. • Development of capacity for efficient running of the exchange, involving transfer of knowledge and duties as well as concrete efforts in capacity building of local staff. • Coordination with other Bodies particularly warehouse operators and other institutions in the selected commodities value chain for the smooth implementation of Warehouse Receipt System. Requirements: Be a Tanzanian Citizen. • Holds a postgraduate Degree in any of the following Economics, Finance, Laws, Business Administration, Agri-business, Management or any other related fields. • Must have minimum of seven (7) years’ experience in senior management position. Previous experience may include experience in trading management, securities regulation, and commodity markets, risk assessment, banking or similar matters. • Have strong leadership skills and staff management experience. • Have strong interpersonal skills such as communication, public speaking, negotiation and networking. • Age limit must be aged between 45 and 55 years.
